As I know Cydia is a 3rd party app store. But Apple does not allow any users to use the product other than Apple product. So, I want to figure out it IS legal or illegal

Cydia might be a familiar word for Apple users. If you are not, you might not be interested in exploring the world beyond the boundaries. To do that you need a jailbroken IOS.
